Cautiously Optimistic

In the Senate Committee hearings last week on reopening the US, Anthony Fauci says vaccine development is one of the big unknowns in the coronavirus response “There’s no guarantee that the vaccine is actually going to be effective,” he says, adding that he is still “cautiously optimistic.”

What does it mean to be cautiously optimistic? Should we be?
